Springfield – State Representative Tony McCombie (Savanna) joined State Representatives Tom Morrison (Palatine), and fellow members of the Illinois House Republican Caucus for a press conference on Tuesday to discuss legislation requiring two/thirds vote to increase taxes.
The House Republicans have been a staunch opponent of Governor J.B. Pritzker’s push for the devastating graduated income tax. They are seeking to protect middle class families from graduated rates that will eventually hit them. The Democrats have already changed their rates once since their initial proposal. It is only a matter of time until they raise taxes on middle class income, because that is where they can get the most revenue.
While a supermajority vote is needed to actually change the constitution for a graduated tax structure, once the amendment takes effect only a simple majority will required to once again increase taxes. HJRCA 34 allows the General Assembly to increase the rate of an existing tax or impose a new tax only by a law only if that tax is approved by the vote of two-thirds of the members elected to each chamber.
Representative McCombie has signed on to be a co-sponsor of the legislation.
