A Trio of McCombie Legislation Signed into Law

Springfield… Through a cooperative and bipartisan effort in Springfield this year, State Representative Tony McCombie (Savanna) was successful in leading three new bills through the General Assembly with wide, bipartisan support. The new laws were signed by the Governor on Friday.  

“I’m proud to work in a bipartisan manner to pass common-sense solutions for Illinois residents. The bills signed today will positively impact two important groups: our townships and our educators,” said McCombie. “When we work together, we can move Illinois forward. As a chief sponsor of these bills, I was glad to lead a collation that brought positive change to the people in the 71st district and Illinois.”

The three bills signed this week by the Governor include:

House Bill 4251: This legislation provides that any purchase by a township for services, materials, equipment, or supplies in excess of $30,000 (rather than $20,000) shall be contracted in specified ways. Provides that contracts for construction work whose estimated cost will exceed $30,000 (rather than $20,000) for township waterworks and sewerage systems shall be let to the lowest responsible bidder.

House Bill 4256: This legislation waives the evaluation requirements for administrators and teachers who have previously been rated as either ‘excellent’ or ‘proficient’ for the 2022-2023 school years if the Governor has declared a public health emergency.

House Bill 4257: A companion bill to HB4256, this legislation will allow, for the 2021-2022 school year only, a professional educator licensee working in both an administrative role or an administrator working in a teaching role at least 50% of the day is exempt from completing an Illinois Administrators’ Academy course.
